It’s back-to-school time, and students can once again access all the data and all the tools at PolicyMap for just a fraction of the cost of a textbook. At $35 a semester, this is a great tool for majors in business, law, urban studies, geography, economics, sociology, political science, or any other field where geographic information mapping is used. PolicyMap is much easier to use than professional GIS software, plus all the data is already here. For more information, click here.

Also for students: PolicyMap offers site licenses for university libraries. This way, any student at a given school can access PolicyMap for free through their online library system. The University of Pennsylvania and the American University Law School are among the growing number of libraries that are adding PolicyMap to their online offerings. Now, make your work even more sophisticated by creating high resolution maps. Just select the PNG file option when you click “print”. Check them out, and let us know what you think!

Aerial Imagery from Google Maps: Using Google’s public API, we’re bringing you Google aerial imagery in PolicyMap. Map your area of interest, then click “aerial” in the bar below the map. You’ll get side-by-side maps. PolicyMap on the left; Google aerials on the right. Pan, zoom in or zoom out, and the maps stay in sync. Create custom regions in PolicyMap and see them on the aerial view. Cool stuff.

Election Results and Turnout Rates for Presidential and Congressional Races in 2004 and 2008:
Check out election results and turnout information for the 2004 and 2008 races for President, Senate and U.S. House of Representatives. The “margin of victory” maps provide a handy guide to who won a given county, and by how much. This data comes from Dave Leip’s Atlas of U.S. Presidential Elections.

This data is available for free under the Demographics tab in the Add Data Layer Menu “Elections.”


Religious Affiliation:
Use this county level data to see where the highest rates of religious adherents live and which denominations are most prevalent in counties across the nation. This data, from the Glenmary Research Center, was collected by the Association of Statisticians of American Religious Bodies (ASARB) and includes statistics for 149 religious groups.

This data is available for free under the Demographics tab in the Add Date Layer Menu under “Religions.".


CRA Small Business Lending:
Use this data to see how many small business loans were made in counties across the nation, average amounts and the percent of loans made by the largest small business lenders. Multiple years are available so you can see how lending by some of these leading lenders has changed.


The Community Reinvestment Act (CRA) encourages depository institutions to help meet the credit needs of the communities in which they operate. TRF extracted data regarding small business lending activity from the Peer Small Business Data and constructed categories for viewing this data that it hopes are useful to policymakers and descriptive of neighborhoods and markets.


This data is available for free under the Lending Activity tab in the Add Data Layer menu. Look under the Small Business Loans and Small Farm Loans categories.

    Look for the following new and updated datasets on PolicyMap!

    NEW! Foreclosure Filings for Chicago Metro Area: As a part of our Neighborhood Stabilization Program (NSP) work with Mercy Portfolio Services and the City of Chicago, we license foreclosure filing and auction data on a monthly basis from Record Information Services (RIS). The data is cleaned and processed by the Woodstock Institute, then loaded into PolicyMap for viewing in interactive maps. The data gives Mercy and the City of Chicago an abundance of information about foreclosure filings and auctions taking place in Chicago and Kane County each month. While we are not allowed to make the data available to the public for free, we have been given permission by RIS to share this data with PolicyMap subscribers. If you’d like to consider becoming a subscriber, but want to take a look at this data first, just sign up for our 7-day free trial. If you already have an account and would like to try a 7-day trial, please send your request to info@policymap.com.

    You’ll find this data under the Local Foreclosures tab in the Add Sites menu.

    This type of data is invaluable to NSP grantees nationwide as they consider where to acquire properties for their program or simply stay on top of an ever-changing housing market. If you are an NSP grantee and have foreclosure or other data you’d like us to similarly load for you, please contact us.


    FBI Crime Data for 2008: The latest data released by the FBI has been added to PolicyMap, so you can see crime rates for cities and counties across the nation for 2005 through 2008. Data includes counts and rates of aggravated assaults, burglary, motor vehicle thefts, murder, rape and robbery for cities and counties across the nation. Coverage gets better each year, so check it out. This data is available for free under the Neighborhood Conditions tab.

    New Demographic Indicators: PolicyMap subscribers can now access two additional indicators from Claritas, Inc: Population Density and Sex. These indicators can provide you with information about the density of an area’s population and its male/female composition.

    UPDATED! Home Sale Statistics: Home sale statistics from 2001 through Q3 2009 are now available for neighborhoods across the nation from PolicyMap. This data, supplied by Boxwood Means, Inc., is available to subscribers under the Real Estate Data tab. Create thematic maps, trend charts or generate reports analyzing home sale activity over time in the communities you care about.

    UPDATED! Building Permits: Annual and monthly building permit data is available dating back to 2000 and updated monthly. This data, from the U.S. Census Bureau’s Residential Construction Branch Data, includes both the number of buildings and units for which building permits were issued, their total dollar value and change over time. Data is available for counties and MSAs around the nation.

    Premium Subscriber Data: Remember to check out the datasets available under Premium Subscriber data. As organizations subscribe to PolicyMap and send us their data for upload, some choose to make their data available to the public. You can click on anything under Premium Subscriber Data in the Add Sites menu to see what is available. When you add a set of points, remember that you have the ability to click on a point to see underlying information and filter to see a subset of points. Have questions?     UPDATED! Monthly Unemployment from the BLS: Check out the latest December 2009 and January 2010 employment, unemployment, and labor force data for states, counties, metropolitan areas, and many cities, by place of residence. This data is updated monthly on PolicyMap and is available back through the year 2000 under the Jobs and Economy tab. To add a fully interactive map of unemployment across the country, check out our free PolicyMap widget.

    More free widgets! You can now embed interactive maps of health data into your own website using our free widget. Descriptions of the data available and links to the code for you to embed can be found here. Whether you are a city official managing a housing or foreclosure program, a student conducting research for course work, a community lender looking to better understand your portfolio in this market, or a foundation making decisions with limited resources, these new tools and data allow you to visualize and incorporate market information into your work in simpler, more efficient ways.

    New Ways to Create and Use Custom Regions: PolicyMap subscribers have always had the ability to draw custom areas on a map – on the fly – as a means of generating a picture of life in the area through maps, tables and reports. Quickly find out, for example, how many people live in an area, what types of jobs they have, the vacancy rate, or what the housing stock looks like.Now, you can create these regions in two new powerful ways:

    • Assemble a Region: You can select and save a specific set of geographies, like block groups, census tracts or counties to create a custom region. The geographies can be next to each other to create a specific neighborhood – or across town if your region is not contiguous.
    • Create a Radius Region: You can create a radius region by either typing in an address or clicking on the map to specify the center, select the size of the radius and save the radius for future work.

    Also new is the ability to layer more than one custom region onto your map!

    Generate Lists of Properties that fall in Your Target Areas: The Analytics tool allows subscribers to find places on a map that meet up to 3 criteria. For some cities dealing with foreclosure issues, this means looking for areas where foreclosure risk is high, but neighborhoods are stable when it comes to schools, vacancy or other neighborhood conditions. Now, by overlaying point level properties on the map, users can generate a list of only those properties which fall into targeted areas. You could load in points like sheriff sales or foreclosure filings and then generate a list of only those that fall in your target areas. To learn more about how this works, sign up for one of our online demos or give us a call.

    NEW! Cars and How People Get to Work: Data on how people get to work, how long it takes them to get there and how many cars the average household owns is now available. Data from 2000 comes from the Census and is available to the public. Current year estimates and 5-year projections are available to subscribers from Claritas, Inc. You can see this data at a national level, but more importantly you can drill down into the neighborhoods you care about to see information at a block group or census tract level.

    NEW! Obesity, Diabetes, and Food Related Assistance: You’ll find some of the health statistics recently made available by the USDA through its Food Environment Atlas, mapped and available in tables on PolicyMap. This data includes statistics on obesity, diabetes and the availability of assistance under the SNAP (formerly Food Stamps) or WIC programs.

    New for January on PolicyMap! PolicyMap rolls out new features and datasets this month and next. See what is new for January and what to expect in February.

    Features and Tools

    The Widget: Already we’ve improved our widget – the iframe code that allows you to quickly and easily embed interactive maps on your own website – by giving your visitors the ability to search for a location. This new Search feature allows your visitors to take the map to an address, census tract, zip code, city or county, congressional district, school district, MSA or other local political district quickly – and then overlay data onto the map. Our free widget – the national unemployment map – now comes with this search feature. The code to embed on your website is here and can be found, along with more information, on our blog.

    "Smart" Polygons: A number of subscribers send us data related to a particular community, not just an address. These can be investments a foundation is making in a neighborhood or areas being targeted for intervention through the NSP. We load these areas in as "polygons" so the area being served is outlined and clickable (just like an address) revealing what the subscriber is undertaking in that community. These polygons are now "smart," meaning a subscriber can generate a report for that area simply by clicking See Report in the info bubble.

    Library Licenses: We are about to sign on our first University Library as a subscriber to PolicyMap! This subscription gives all authorized library users unlimited access to PolicyMap for their school and research work.     Recent data updates include:

    Home Sale Statistics: PolicyMap now contains home sale statistics through June 2009 (Qtr 2). This home sale data allows you to drill down into neighborhoods across the country and see how many homes sold and the median sales price for every quarter starting in 2007. Annual home sale data is also available as far back as 2000.

    This data is only available to subscribers and can be found under the Real Estate Analysis tab on the Add Data Layer menu.

    Monthly Unemployment from the BLS: Check out the latest October and November 2009 employment, unemployment, and labor force data for states, counties, metropolitan areas, and many cities, by place of residence. This data is updated monthly on PolicyMap and is available back through the year 2000.

    Coming in February!

    You’ll find new ways to create custom regions, gain the ability to see multiple custom regions on a map at the same time (or compare those areas in a single chart), save points that interest you in Analytics and see national numbers in both the tables and maps.

    PolicyMap Update: December 2009

    It’s been a bustling month, with the launch of new ways to connect people with PolicyMap. We offered subscribers the ability to create web widgets for their own sites and released a library site license so that whole university communities can use the PolicyMap platform. You can find the code for a free national unemployment widget on our blog and visit TRF’s website to see some other widgets in action.

    As soon as new data is available, PolicyMap updates it for www.policymap.com and for any widgets subscribers have on their own sites. The most recent updats include:

    • 2008 HMDA mortgage origination calculations, initially created for the Federal Reserve Bank of Philadelphia (under Mortgage Originations)
    • Fair Market Rents from HUD for 2010 (under Owners & Renters)
    • USPS Residential and Commercial Vacancy Data for the 3rd Quarter of 2009 (under Neighborhood Conditions)
    • Food Stamps, just publicly released, for 2007 (under Money & Income)
    • Qualified Census Tracts, Designated Development Areas, and GOZones for 2010 (under State & Local)
    • Unemployment rates for September and preliminary numbers for October 2009 (under Jobs & Economy). And yes, the free unemployment widget is updated automatically, too!

    In addition to data, TRF creates and makes available its data-based analyses. Two recently updated analyses are:

    • “Loan to Income Leverage Ratio 2008″: This ratio of originated loan amount to applicant stated income for all mortgage loans reported in HMDA for 2008 is designed to help you understand where new homebuyers may have taken on more mortgage debt than they can afford. You can find this under the Mortgage Originations tab.
    • Baltimore MVA 2008: TRF’s Policy Solutions cluster analysis of markets in the City of Baltimore has been updated and is now available in the State and Local tab.

    COMING SOON! Home Mortgage Disclosure Act (HMDA) data for 2008.
    Our team is processing the most recently released data. HMDA data shows how mortgage originations have changed over time and where high interest loans are most prevalent.  You can work with the data in maps, tables and reports. We will let you know when it is available!

    NEW! Low Income Housing Tax Credit (LIHTC) Projects:
    Created by the Tax Reform Act of 1986, the LIHTC gives state and local agencies the authority to issue tax credits for the acquisition, rehabilitation or new construction of low income rental housing. PolicyMap can now show you HUD’s data on the locations of these projects nationwide; learn more about the number of units in each and the types of financing used to make these homes happen.

    Find this information for free under the Add Sites menu. Click on LIHTC under the Federal Housing tab. As with all address level information in PolicyMap, just click on any icon on the map to learn more about that particular project.


    UPDATED! Health Insurance Estimates:
    PolicyMap now contains health insurance coverage information for 2005 and 2006 from the Census’ Small Area Health Insurance Estimates. Find out what percentage of people within a variety of age and poverty groups are living without health insurance in counties throughout the nation. For the first time, the 2006 data shows you what percentage of children lack health insurance coverage.

    New Features

    Enhanced Printing Options: As a Registered User or Subscriber, you can now print a map of a single geography, rather than having to include surrounding areas in your printout. Set your map location in the search bar across the top, add a data layer, and select “Print”. You can choose between shading the entire map or only shading your selected geography!

    State Map Boundaries: Now available in the Map Options at the bottom of the map is the ability to add state map boundaries to all of your maps.


    Updated Housing Data

    Home Sale Data: Home sale stats for the first quarter of 2009 are now available for subscribers. Check out how the number of home sales and median sales prices have changed in your target neighborhoods since the end of 2008. PolicyMap licenses this data from Boxwood Means, Inc. and displays it at the block group or census tract level.

    Homeowner Affordability: Check out the number and percent of homes affordable to 4-person families in 2009, based on HUD’s designated Area Median Income. Users can access this data for free in the Owners & Renters tab in the Add Data Layer menu.

    New Add Sites Data

    Federal Transportation Stimulus Investment: PolicyMap now shows transportation projects made possible by the American Recovery and Reinvestment Act of 2009 for 11 of the 50 states: Connecticut, Maine, Maryland, Massachusetts, New Hampshire, New York, Rhode Island, Vermont, Delaware, New Jersey, and Pennsylvania.

    Users can access this data for free in the Add Sites menu on the bottom left and selecting Federal Transportation Stimulus Investments.

    US EPA Brownfield sites: We’ve added the EPA’s directory of brownfields. These are locations for which the expansion, redevelopment, or reuse of the site may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.

    This data is available for free and can be found in the Add Sites menu on the bottom left and selecting Environment.


    Updated Data

    Census County Business Patterns: PolicyMap now has the latest 2007 Industry Concentrations data. You can explore industry concentration now by metro area as well at the county, zip code, and state-level.

    Monthly Unemployment from BLS: Check out the latest June and preliminary July 2009 employment, unemployment, and labor force data for states, counties, metropolitan areas, and many cities, by place of residence. This monthly and annual data from the Bureau of Labor Statistics is available for free in PolicyMap. Visit our blog to see which cities have the highest unemployment rates.

    Find this data for places you care about in the Jobs & Economy tab in the Add Data Layer menu.

    Department of Homeland Security Green Card Recipients: We’ve added data for FY2008 for non-nationals receiving Legal Permanent Residence (LPR) status in the US.

    Users can find this data for free in the Immigration section under the Demographics tab in the Add Data Layer menu.


    New Data on PolicyMap

    Homelessness Data from HUD: All users can now access 2006 through 2008 estimates of homeless population rates, counts of unsheltered vs. sheltered homeless populations, and 2008 bed inventories for homelessness services by state.

    This data is available for free and can be found in the Demographics tab in the Add Data Layer menu.

    UPDATED! 2009/2014 Claritas Data: PolicyMap now contains current 2009 demographic information and 5 year projections from Claritas, Inc. Data from Claritas is available nationwide for block groups, census tracts, counties, zip codes, MSAs and more.

    Subscribers can access this data by selecting from among the many layers available in the Add Data Layer menu. Subscribers will also find this updated data in the reports available on PolicyMap.


    GreatSchools UpdateUPDATED! School Locations and Test Scores: Test scores for schools around the nation are now available from 2004 through 2009 from GreatSchools. Layer these school locations onto any map to see how schools are performing in your neighborhood.This data is available to subscribers only and can be found in the Add Sites menu by clicking on Schools with Performance Data.

    NEW! Public School Ratings from GreatSchools: We’ve enhanced our school locations and test scores offerings by adding public school ratings from GreatSchools!  The GreatSchools rating system is based on a score ranging from 1 to 10. If a given public school’s rating is high (closer to 10), that means that its overall test scores are better than the test scores of most other schools in the state. To see the GreatSchools ratings, add schools to your map and then click on one to see its rating. This proprietary data is available to subscribers only.Subscribers can find these ratings by clicking on Schools with Performance Data in the Add Sites menu. Subscribers can also choose to only display schools with certain ratings (i.e. those with ratings of 9 or higher only), by using the filter button in the Add Sites menu.

    NEW! TRF Proximity to High Performing Public Schools Calculation: TRF calculated the shortest distance to a public school with a GreatSchools Overall School Rating of 9 or 10 for the centroid of each Census Tract in the nation to give users a sense of how close areas around the country are to a high performing school. Users should note that this is a representation only and is limited by the fact that a rating is not assigned by GreatSchools to every public school in the nation and the calculation does not take into account political boundaries or catchment areas that may make a public school inaccessible.

    Subscribers can find this map under the Education tab in the Add Data Layer menu.


    NEW! Monthly Unemployment from the BLS: PolicyMap now contains monthly and annual employment, unemployment, and labor force data for states, counties, metropolitan areas, and many cities, by place of residence. This data from the Bureau of Labor Statistics is available for free in PolicyMap on both an annual and monthly basis starting in 2000.Users can find this data for free under the Jobs & Economy tab in the Add Data Layer menu.

    UPDATED! 2nd Qtr 2009 Vacancy Stats from the Postal Service: The most recent vacancy data from the Postal Service is available for free to all PolicyMap users. PolicyMap contains the number and percent of units considered vacant by the Postal Service (residential and business) on a quarterly basis starting in the first quarter of 2008.This data can be found for free under the Neighborhood Conditions data in the Add Data Layer menu.UPDATED! Obesity Data from the CDC: New CDC data on the percent of the population that is obese or overweight is now available on PolicyMap for states from 2000 through 2008. For the first time, metropolitan area data is available from 2002 through 2007.

    Users can find this data for free under the Health tab in the Add Data Layer menu.


    NEW! Renewal Communities, Empowerment Zones and Enterprise Communities: Find out whether an area qualifies as one of these federally designated communities as of 2009.Users can find these communities by clicking on one of the Federal Incentive Designations in the Jobs & Economy tab under the Add Data Layer menu.
