			<content:encoded><![CDATA[<p><span style="font-family: Arial; font-size: 10pt;">In our previous <a title="PolicyMap Analytics" href="http://www.policymap.com/blog/2009/05/policymap-analytics/" style="text-decoration:underline" target="_blank">blog post</a>, we introduced the Analytics feature and gave some great examples of how it can be used to find and target neighborhoods.  The Analytics feature gives users the ability to overlay and find the intersection of up to three (3) different data layers.  Instead of seeing the mashup of two colors that would represent two data layers, we thought the ability to find how data intersected would be a better way to analyze data.  The other great aspect of using the Analytics is the ability to use any data layer in our library, giving users the option to choose from over 10,000 indicators of data to create unique analysis.  We are fortunate that many users have been able to find new and imaginative combination of data layers to intersect on Analytics.</span></p>
<p><span style="font-family: Arial; font-size: 10pt;">We wanted to review some of the unique ways subscribers can use the Analytics features.</span></p>
<p><span style="font-family: Arial; font-size: 10pt;">Sometimes when working with data, you are looking to find places that meet a certain criteria or range of a data layer.  The Analytics can be used to query a data layer to find any location or locations that meets a specific range.  For example, do you want to find all the school districts in Oregon that had over 75% of students participating in a Free and Reduce Lunch program?  To create this query:</span></p>
<ul>
<li><span style="font-family: Arial; font-size: 10pt;">Go to Analytics on PolicyMap</span></li>
<li><span style="font-family: Arial; font-size: 10pt;">Set Oregon as your location in the Set Location bar</span></li>
<li><span style="font-family: Arial; font-size: 10pt;">Load the data under <span style="font-family: Arial; font-size: 10pt; font-weight: bold; font-style: italic;">Money &amp; Income &gt; Free and Reduce Lunch</span></span></li>
<li><span style="font-family: Arial; font-size: 10pt;">In the legend, set the range on the left of the map to 75% to 99.59%</span></li>
<li><span style="font-family: Arial; font-size: 10pt;">This will show all school districts that have more than 75% of students in the program</span></li>
<li><span style="font-family: Arial; font-size: 10pt;">Select the Download Place List option and choose Oregon, and give the list a custom name</span></li>
<li><span style="font-family: Arial; font-size: 10pt;">This will generate a list of the 10 school districts that meet the set threshold.  <a href='http://www.policymap.com/blog/wp-content/uploads/2011/08/Oregon-School-Districts.csv' style="text-decoration: underline;">See list of Oregon School Districts</a></span></li>

How about looking to find tracts that have housing prices within a median home sale range of $150,000 to $175,000 in the Suffolk county Boston area.  The Analytics is a quick way to query and find these tracts.  To create this query:</span></p>
<ul>
<li><span style="font-family: Arial; font-size: 10pt;">Go to Analytics on PolicyMap</span></li>
<li><span style="font-family: Arial; font-size: 10pt;">Set Suffolk, MA (county) as your location</span></li>
<li><span style="font-family: Arial; font-size: 10pt;">Load the data under <span style="font-family: Arial; font-size: 10pt; font-weight: bold; font-style: italic;">Real Estate Analysis &gt; Home Sale Data &gt; Quarterly &gt; Home Sales</span></span></li>
<li><span style="font-family: Arial; font-size: 10pt;">In the legend, change the default variable from number (or count) to median</span></li>
<li><span style="font-family: Arial; font-size: 10pt;">Set the median price range to $150,000 and $175,000</span></li>
<li><span style="font-family: Arial; font-size: 10pt;">Select the Download Place List option and select Massachusetts, give the list a custom name</span></li>
<li><span style="font-family: Arial; font-size: 10pt;">This list will generate the 4 tracts in Suffolk county that meet the range of median home sale price. <a href="http://www.policymap.com/blog/wp-content/uploads/2011/08/Homes-in-Suffolk-County.csv" style="text-decoration: underline;">See list of homes in Suffolk County</a></span></li>

			<content:encoded><![CDATA[<p>For the last few months, we’ve been working to make our homepage easier to understand and more personal.  It’s loaded with videos giving you more information about the data and tools available in PolicyMap; stories about how our clients are using the application to increase their use of data and make their work more transparent; and a simpler, more organized blog.  </p>
<p>With the release of this new homepage, comes something even more important for us – the release of the first phase of our Data Loader.  This release will allow you to begin uploading point level data on your own!  There is more like a new Data API, expanded use of the Widgets, and more examples of Analytics at work.</p>
<p>We’ll be writing more tomorrow and in the days to come so stay tuned!<br />

Quickly find out, for example, how many people live in an area, what types of jobs they have, the vacancy rate, or what the housing stock looks like. Now, you can create these regions in two new powerful ways:</span></p>

<li><span style="font-family: Arial; font-size: 10pt"><span style="font-style: italic">Create a Radius Region:</span> You can create a radius region by either typing in an address or clicking on the map to specify the center, select the size of the radius and save the radius for future work.</span></li>

Now, by overlaying point level properties on the map, users can generate a list of only those properties which fall into targeted areas. School Locations and Test Scores:</span> Test scores for schools around the nation are now available from 2004 through 2009 from GreatSchools. Layer these school locations onto any map to see how schools are performing in your neighborhood.<span style="font-style: italic">This data is available to subscribers only and can be found in the Add Sites menu by clicking on Schools with Performance Data.</span></p>
<p></span><span style="font-family: Arial; font-size: 10pt"><span style="font-weight: bold">NEW! Public School Ratings from GreatSchools:</span> We&#8217;ve enhanced our school locations and test scores offerings by adding public school ratings from GreatSchools!  The GreatSchools rating system is based on a score ranging from 1 to 10. If a given public school&#8217;s rating is high (closer to 10), that means that its overall test scores are better than the test scores of most other schools in the state. To see the GreatSchools ratings, add schools to your map and then click on one to see its rating. This proprietary data is available to subscribers only.</span><span style="font-style: italic; font-family:Arial; font-size:10pt">Subscribers can find these ratings by clicking on Schools with Performance Data in the Add Sites menu. Subscribers can also choose to only display schools with certain ratings (i.e. those with ratings of 9 or higher only), by using the filter button in the Add Sites menu.</span></p>

TRF Proximity to High Performing Public Schools Calculation:</span> TRF calculated the shortest distance to a public school with a GreatSchools Overall School Rating of 9 or 10 for the centroid of each Census Tract in the nation to give users a sense of how close areas around the country are to a high performing school. Users should note that this is a representation only and is limited by the fact that a rating is not assigned by GreatSchools to every public school in the nation and the calculation does not take into account political boundaries or catchment areas that may make a public school inaccessible.</span></p>

<li><span style="font-family: Arial; font-size: small;">Updated USPS Vacancy Data:  1<sup>st</sup> quarter 2009 vacancy data from the US Postal Service is now available on PolicyMap. In just another day or so, you’ll also be able to access the new “Combined Index Score” that HUD just released as an update to the NSP2 NOFA requirements.  This score represents the higher of the two indices currently provided by HUD for each census tract.  To quote HUD’s correction:</span></p>
<p><span style="font-style: italic; font-family: Arial; font-size: small;"><br />
“HUD is providing two foreclosure related needs scores at the Census Tract level, one that is based on the estimated number and percentage of foreclosures and another that combines estimated foreclosure rate with vacancy rate.  Both scores rank need from 1 to 20, with 20 being census tracts with the HUD-estimated greatest need.  For each census tract, the higher of the two index scores will be used to compute an average combined index score.”</span></p>

<p>Check out Policy Map 2.0.</p>
<p>This is yet another step forward in data transparency and availability … and we all benefit. Particularly those relocating who ask <a href="http://www.realcentralva.com/2007/03/16/top-5-questions-home-buyers-ask/">those questions that Realtors cannot answer</a>.</p>
<p>I noted <a href="http://www.realcentralva.com/2008/05/22/policy-maps-for-todays-real-estate-consumer/">Policy Maps’ usefulness last year</a>,</p>
<blockquote><p>In many ways similar, if not a competitor to (as far as I can tell) to Geo Commons’ products. They have data layers for Real Estate Analysis, Neighborhood Conditions, Mortgage Originations, Education, Money &amp; Income, Demographics, Owners and Renters, Jobs, Energy (wind and solar aren’t options &#8211; yet) &#8211; and dozens of subsets under each respective data layer.</p>
<p>This is all information that today’s real estate consumer wants (and needs) to know. Buyers relocating to new areas should find this kind of data invaluable.</p></blockquote>
<p>The possibilities and uses for this tool are remarkable.</p>
<p>Unfortunately, some of the first data sets I pulled &#8211; vacancy rates for one &#8211; are using data from the 2000 Census, which is irrelevant at best, and dangerous at the worst should someone choose to draw substantive conclusions from that data.</p>
<p>The City of Charlottesville has “insufficient data” when inquiring about Aggravated Assaults (as much as I’d like to think Charlottesville is assault-free, I’m pretty sure we’re not).</p>
<p>I’m fond of the “Percent of all people who were White in 2000″ but just for the grammar; I wonder how many of those people were still White in 2009.</p>
<p>Looking for an older home? You may want to target your search in areas with housing stock built before 1939.</p>

<p style="text-align: left;"><span style="font-family: Arial; font-size: small;">This is pretty interesting stuff, is it not? The ability to cross-reference different sets of data with factors like geographic location is really exciting. Extrapolate from this, if you will, by imagining what kind of things could be made possible if programmatic access to data from Facebook could be layered into systems like this. Or any other large data set that&#8217;s hording it. Anonymous aggregate data made available to developers who can build interfaces that allow end users to analyze that data is likely to be an even more important resource in the near future than it is today.</span></p>
