The northern arc of the circle creates the border between Delaware and Pennsylvania! Legend has it that the border was created by tying a 12-mile rope to a tree in New Castle, and running it up the Delaware River until it was taut. The outer end was then tied to a young Joe Biden, who ran counterclockwise until he reached Maryland. This accounts for the occasional meanderings of the border away from the mathematical 12-mile radius.
